EXCERPT: 10. Jumaane Williams: Just two years into his term, the 36-year-old Brooklyn Councilman has made a name for himself as an aggressive critic of the Police Department’s stop-and-frisk policy — and one who, importantly, speaks directly with Commissioner Ray Kelly, not just to the street.

As a sclerotic older generation of black leaders slowly cedes its hold on political power, Williams, a former community organizer, seems poised to emerge as a serious presence on the political scene for years to come.
